Nitroso-hydrazine

could the nitroso-hydrazine coming from potential oxydation of the hydrazine (diazane, non substitued) be toxic? and be stable?

The nitrosation of hydrazine is done to manufacture azides, and “nitrosohydrazine” is an intermediate in that reaction. So it is definitely not a stable molecule. You can see and example in the following synthetic process
